I was born and raised in Everett, Washington. I earned bachelor degrees in philosophy and psychology from the University of Washington, and I earned a master degree in statistics and a doctorate in computer science from the University of California, Berkeley. My doctoral dissertation is online at the U.C. Berkeley College of Engineering.

I am now an independent scholar pursuing my intellectual interests, one of which is politics. I developed a theory of commerce and government, and The People's Amendment is a result of the theory.

More generally, as a result of the theory, I've written proposals for nine constitutional amendments. The topics include these: restructuring the Supreme Court, restructuring the presidential election procedure, correcting the criterion for citizenship by birth (which was poorly stated in amendment 14), and establishing a rational scheme of taxation. My theory of commerce and government includes a theory of fiat money (paper money), showing how a self-regulating system of fiat money can be implemented using market principles to replace the current monopolistic regulation by the Federal Reserve Bank.
